The neorealist-neoliberal discussion about the chances for collective action in Global relations has been depending on a shared commitment to Mancur Olson's rationalist definition of the issue as among getting exogenously specified egoists to cooperate. Dealing with this assumption like a de facto hypothesis about globe politics, I articulate the r
